William B. Carter, 68, of Pone Lane, Franklin, died at 5:00 p.m. on Monday, September 10, 2012 at UPMC-Hamot in Erie. Born September 28, 1943 in Franklin, he was the son of the late Homer T. and Phyllis Cauvel Carter. He was married to Catherine Sciarrone on August 11, 1971, who survives. Mr. Carter retired from Miller Equipment after 37 years of service.He was a United States Marine Corp veteran, having served during peacetime. William was a member of the First Church of the Nazarene in Franklin.He enjoyed auctions, flea markets, yard sales, music, shopping, and working out at the YMCA.He was a friend of Bill W.He also enjoyed feeding the birds and spending time with his cat, “Jo-Jo.” In addition to his wife, William is survived by his daughters; Cathiejo Carter of Franklin, Billiejo Carter of Hermitage, PA, and Kristina Cummings and her husband, Tom of Franklin.He is also survived by his brother Richard Carter, and his fiancee, Sue of Franklin; his sister Sandra Carter of Meadville; a brother-in-law, John Sciarrone of Polk; a sister-in-law Sandy Sciarrone of Bradenton, FL; his special friend, Troy Lynn of Franklin; and several nieces, nephews, and cousins. He was preceded in death by his parents. Friends will be received at the Gardinier Funeral Home, Inc., 1315 Chestnut Street, Franklin on Friday, September 14, 2012 from 3-5 p.m.Funeral services will be held at the funeral home following visitation on Friday at 5:00 p.m.The Rev. Glen Van Cise of the Chapmanville Community Church will officiate. Interment will take place in St. Patrick Cemetery. The family suggests memorials be made to the Venango County Humane Society, PO Box 1045, Oil City, PA 16301. My condolances to the entire family. I last seen Bill a few years back when he came to a family gathering for my Dad , Billy and I talked a little while and he still seemed the same Bill , I remembered when we would all go to Uncle Buck and Aunt Vyes and he would show me all his Elvis albans. Bill was true Elvis Fan and he will be missed .

I had been Bill’s hairdresser in Oil City for many years. I enjoyed each one of his visits and hearing his adventures in going to the many auctions and collecting his Elvis memoribilia. His family, the 3 girls were especially dear to him. He spoke very highly of all of you. Bill enjoyed his retirement as he was permitted, and that really meant so much to him. That is so great to see !!!!!
I will miss Bill. He was always very good to me, and a gentleman to everyone. May you take comfort in knowing Bill is well and blessed as he is recieved into the loving and healing arms of his Savior. May God be with each one of you and his extended family as you mourn the loss of Bill.

Dear Cathy, I wish to offer my condolences to you on your loss of Billy. I have known Billy since early childhood & he never changed. Always quiet mannered and soft spoken. It seemed like our usual meetings took place in Shop n Save or Giant Eagle. We always shared some time together. You, please take care of yourself & if there is anything at all that I can do for you. I met Bill a few years ago at the Franklin YMCA where i always enjoyed talking with him and hearing about his good deals at flea markets. His wit and humor always made me laugh. He will be sadly missed at the Y.
