Phyllis C. Carter, 86, of Meadville, passed away on Friday, September 28, 2012 at her residence. She was born on December 13, 1925 in Oil City, PA, a daughter of John "Arthur" White and Erma Seyler White. She married Arthur B. Carter on June 27, 1942, he preceded her in death on November 28, 1995. She graduated from Dempseytown High School. She was a employed as a department manager in charge of 11 departments of ladies fashion at Montgomery Ward for 27 years until her retirement. She attended Twelve Apostles Lutheran Church. Phyllis enjoyed traveling, gaming, walks around the Meadville Mall with her friends for many years, and playing cards with her 500 card group who all were her close friends. She is survived by three children, Roderick J. Carter and his wife Barbara of Saukville, Wisconsin, Marcia L. Linz and her husband Thomas of Meadville, and Diane S. DeBaise and her husband Andrew "Babe" of Meadville; eight grandchildren, Jeffrey A. Carter and his wife Denise of Saegertown, R. James Carter, Jr. and his wife Donna of Midothian, Virginia, Jon E. Carter and his wife Wendi of Tampa, Florida, Thomas L. Linz, Jr. and his wife Carrie of Meadville, Michele R. Smith and her husband Bill of Slippery Rock, Major C. Andrew Linz and his wife Deanna of Rockville, Maryland, R. Douglas Wykoff and his wife Theresa of Meadville, and Dawn O. Macleod-Mysiuk and her husband Micah of Alexandria, Virginia; numerous step-grandchildren; fifteen great grandchildren; and her beloved cat, Princess "Tink." In addition her husband, Arthur and parents, John and Erma; she was preceded in death by a sister, Eloise Wilson and her husband Russ Wilson both of Oil City. Family and friends may call on Monday, October 1st from 3:00pm to 6:00pm at Roofner-Collins-Warren Funeral Home and Cremation Services, Inc., 544 Chestnut Street, Meadville. The funeral service will follow at 6:00pm with Pastor Marshall Lily, of Hospice of Crawford County, officiating. Burial will in Bethel United Methodist Cemetery, Venango County. The family would like to thank all those who were involved with the care of Phyllis over the past few years.   1. Our grandmothers were friends and mothers were childhood friends, growing up together on Washington Ave, in Oil City. Your grandmother, Mrs White even allowed my mom to live with them after her parents both passed away. As a child I remember visiting you mom is Meadville. I am sorry for your loss, my mom went to heaven about a year ago. I am sure they are visiting together now.

  2. I worked with Phyliss at Montgomery Wards many years ago. She was a pleasant lady and I have great respect for her. My sympathies to the family, and may God give you comfort and peace at this difficult time.
